She fails to show, you've waited 30 minutes (eating, say) then you drive home until she decides she want the kid...at which point she has to drive to your house to pick up. You're well within reason and right to do this. She is an adult, accountable for her choices, and the cops don't care.

This may be enough to teach a dog to heel. Maybe not. But you're training her. Patience but consistency.
